Toespraak in die begrotingsdebat oor Sport, Kuns, Kultuur en Ontspanning in die Vrystaatse Wetgewer

Sport het ‘n kuns geword en kuns het ‘n kultuur geword.

Sport is vandag oor die hele wêreld heen besig om ‘n allesoorheersende faktor te word. Sport is ‘n ekonomiese funksie wat oordeelkundig bestuur moet word om sodoende die potensiaal te ontgin en ekonomiese groei te bewerkstellig en maatskaplike opheffing te weeg te bring.

Die kunste het net soveel ekonomiese en maatskaplike potensiaal wat ontgin kan word. Kunstefeeste het ‘n mode geword wat ‘n groot hoeveelheid werksgeleenthede skep en ‘n groot invloed op plaaslike ekonomieë het.

Hierdie departement het ‘n ongelooflike belangrike funksie ten opsigte van ekonomiese ontwikkeling, maatskaplike opheffing maar ook van nasiebou en sosiale saamklewing.

Hierdie departement is ongelukkig eerder ‘n voorbeeld van totale verkeerde prioriteite.

Die departement reël sedert 1997 die jaarlikse Macufe-fees. ‘n Fees wat as ‘n nes van korrupsie en nepotisme beskryf word. ‘n Fees wat verlede jaar die belastingbetaler nagenoeg R50 miljoen gekos het. Dit sluit die provinsiale en nasionale regerings en die Mangaung-munisipaliteit se bydrae in. Meer as 500 RDP huise kon met hierdie fondse gebou word. Hoeveel gaan dit hierdie jaar kos?

Speaker, I am not saying that there should not be a Macufe Festival. I am not denying the fact that art festivals are needed as part of the developmental programme and to showcase the Free State. But ploughing millions of Rand into what is essentially a publicity stunt when budgets for some vital departments such as Health and Education are limited seems illogical. In the long term the majority of the people of the Free State do not benefit from the Macufe Festival. The only long term beneficiary seems to be C Squared Events and its owner.

This festival should rather be commercialised and not be allowed to further drain the provincial fiscus. This festival as a fully-fledged commercial venture has the potential to earn the government money if they are willing to sell the rights to host the event to the highest private bidder.

Projects of this financial magnitude should benefit the Free State as a whole and not merely one municipal area to a limited extent and the politically connected to the larger extent.
