UPDATE: The accused, Tumahole Jeffrey Mokoena (42) who is the director of Pit Dog Trading appeared before the Bloemfontein Magistrates’ Court today, 15 September 2021 facing charges of fraud and forgery. He was released on a R7000 bail. The case was remanded to Wednesday, 06 October 2021 where he will appear beside his co-accused, Nkabi Andrew Hlubi.

FORMER ACTING MUNICIPAL MANAGER IN COURT FOR FRAUD AMOUNTING TO MILLIONS
FREE STATE – The accused, Nkabi Andrew Hlubi (43) appeared before the Bloemfontein Magistrates’ Court on Friday, 10 September 2021 where he faced charges of fraud, uttering and corruption.
It is alleged that during 2015, Hlubi who was the acting Municipal Manager of Mafube Local Municipality awarded tenders to a company called Pit Dog trading. It is further alleged that the director of the company forged and submitted fraudulent documents at the Construction Industry Development Board (CIDB) in order to be awarded a higher CIDB grading.
After every payment made from the municipality to Pit Dog trading the director of the company would then deposit a portion of the money to Hlubi’s bank account ranging from R1 million. All the tenders that were awarded are estimated at R21 million.
The matter was then reported to the Hawks’ Serious Corruption Investigation based in Bloemfontein for further investigation which culminated to Hlubi handing himself over to the investigators this morning where he was charged and made his first appearance in court.
The case against Hlubi has been remanded to Wednesday, 15 September 2021 for the director of Pit Dog Trading to be added on the charge sheet. Hlubi was released on a R10 000 bail.
